Introduction
The Race Grand Prix Královéhradeckého kraje is a Men Elite one-day road race classified as UCI 1.2 race in Europe Tour Calendar. The race will be run under UCI Regulations. The race will take place on Sunday 18 th August 2012 starting at 13.00. The race will start in the Hradec Králové, Czech Republic and finish in the Třebechovice pod Orebem, Czech Republic. The course will be laid from Hradec Králové to Orlické Mountains and back to Třebechovice pod Orebem, which are 15 km faraway from Hradec Králové. The race distance will be 180 km.
Article 1. Organization
Grand Prix Královéhradeckého kraje is held under aegis of the Královéhradecký kraj and city Hradec Králové. Immediate organization of the competition is carried out by hk.cycling, Czech cycling federation under the regulations of the Union Cycliste Internationale (UCI).

Article 2. Participation
Grand Prix Královéhradeckého kraje is the race for Men Elite category. According to the article 2.1.006 of the UCI Regulations riders of the Men Under 23 category may also participate in this race. The event is open to the following teams: UCI Professional Continental Teams of the country, UCI Continental teams, National teams, Regional and Club teams according to the article 2.1.005 of the UCI Regulations.
The number of riders per team: maximum - 7 (seven), minimum – 5 (five)
All participants in the race must have a valid passport or other personal identity card. It is necessary to fulfill the visa requirement. The contestants including accompanying staff shall submit a certificate of health insurance.
Article 3. UCI Rankings
The event is registered in UCI Europe Tour Calendar as Class 1.2 race. In accordance with the article 2.11.04 of the UCI Regulations points to the UCI individual rankings will be awarded to the first 8 finishing riders as follows:

Radio Tour will broadcast with the following frequencies: 448,490 MHz
Article 7. Neutral technical support
The neutral support is taken care of by means of 3 neutral cars.
Article 8. Feed zone
Feed zone is organized on 112 km from start line (68 km to finish line). Feed zone is 1000 m long.
Article 9. Prizes awarded
An overall race prize awards will be paid in accordance with the table indicated for a UCI Class 1.2 race in the 2012 Financial Obligations are as follows:

The prizes will be paid by Czech cycling association in Czech crowns and transfer on bank account. Prizes will be paid according with UCI and Czech cycling association regulations.

Article 11. Time limit
Any rider passing the cut off points in a time exceeding the best time more than 10% shall be taken off from the race and shall not be placed in the final race classification. The Commissaries Panel in agreement with the organizer may in exceptional circumstances, increase the time limit.
Article 12. Anti-doping tests
Anti-doping tests will take place at the address: Městský úřad Třebechovice pod Orebem, Masarykovo náměstí 14, 50346 Třebechovice pod Orebem (100m from finish)
Article 13. Official ceremony
The first three riders to finish the race will be required to attend awards ceremony and the post finish lighting interview. These riders should present themselves at the podium in a time limit of maximum 15 minutes after crossing the finish line. Awards ceremony performed on the podium near the finish line (distance up to 50 m). The immediate post finish lighting interview will be held in the place near of the finish area (distance up to 50 m).
Article 14. Penalties
Only the UCI scale of penalties according to the UCI Regulations will apply.

Medical care will be provided by Zdravotnická záchranná služba Královéhradeckého kraje www.zzskhk.cz
Article 16. Technical Regulations
- Regulation
The race is governed by the rules of the UCI and its directions. The race takes place under partial traffic restriction with restrictions in passages through crossroads. In spite of that all participants must observe the regulations of the Road Traffic Act No. 361/2000 Coll. as amended by subsequent regulations. Every participant takes part in the race at own risk, the promoter does not answer for damages incurred to or caused by the participants. The promoter reserves the right to make any necessary changes as against the schedule in case of unforeseen circumstances. The first part – time trial of teams – takes place in closed road traffic conditions. The contestants and their accompanying staff must comply with the instructions of the promoter, the Police of the Czech Republic and the Municipal Police.
- Transceivers
The distribution of the transceivers will take place in the race office before the start of the race, everyone is responsible for charging the batteries and returning the transceivers in the race office after the race is finished. In case a transceiver is not returned, a fine of EUR 1000 will be charged.
- Race definition
Winner of the race will be racer with the lowest time in the race finish gate, according with official timing results and finish line camera.
- Starting numbers
Each contestant will receive 2 starting numbers for the jersey, 1 starting number for the frame and a chip for the front fork. Starting numbers and the chip must be returned to the race office after the end of the race. In case that chip will be not returned, promoter will charge fine 100 Euro.
- Convoy numbers
The convoy numbers will be distributed during the team meeting.
- Marking of the route
The route is marked with arrows on the label in front of a crossroads. Dangerous places are marked with exclamation marks. The signs will be at 0 km, 50 km from the start and at the last 25, 20, 10, 5, 4, 3, 2 km. The last 1 km is marked with a red flag and a board with 1 km sign, the last 500, 300, 200, 150, 100 and 50 m will be marked with signs. The finish is marked with finish gate and a tape on the road.
Railway crossings: According to the rules the contestants are forbidden to ride onto a railway crossing if the coming train can be seen or if the coming train is signaled.
- Regulation on Zone of Protection
Any contestant affected by a defect or a fall in the zone of protection (the last 3 km) obtains the same time in the finish as the group he has been at the moment of his accident.
- Using of the radio transmission
The convoy will be controlled by means of transceivers
- Doping control
The control will be performed according to the Rules of Medical Control of UCI. The starting numbers of the contestants selected for doping control will be published at the finish site of the race.
- Attendance list
All contestants are obliged to enter their signatures into the attendance lists which will be displayed 60 minutes before the start of the race.
- Head protection
Wearing the protective helmet is obligatory and it is forbidden to take it off during the race.
